Rock costs more up front but lasts for years and won't blow away. Mulch is cheaper and feeds the soil, so it's better around thirsty plants.

Will weeds still grow in rock beds?+
Far fewer, but airborne seed can root in dust that settles between stones. An annual pre-emergent handles it.
